Why enrollment is falling
MCPS enrolled 156,050 students in SY 2025–26 — its lowest count since before the pandemic, and the third straight year of decline. Most of the drop is demographic: fewer children are being born, and each smaller birth cohort works its way up through the grades. New housing softens it but does not reverse it.

County total peaked at 164,888 in SY 2019–20, dropped during the pandemic, briefly rebounded, and has declined every year since. The official published figure for SY 2025–26 is 156,050; the 155,987 used for the computed statistics on this page is our by-school, by-grade sum.
Driver 1 — Fewer kindergartners
The clearest single cause is smaller kindergarten classes. Kindergarten peaked at 11,506 in 2019–20; by 2025–26 it had fallen to 9,875, down 14%. That tracks the county's own birth decline: Maryland's September-1 cutoff maps each kindergarten class to babies born about five years earlier, and MCPS has historically enrolled roughly 85% of that birth cohort. Because the children who will start kindergarten through 2027–28 are already born, this part of the decline is effectively locked in — no policy change enrolls a child who was never born. The chart pairs each year's births-implied kindergarten (the birth cohort times the historical capture rate) against actual and forecast kindergarten; they move together.

Driver 2 — Families moving, students leaving
Kindergarten is not the whole story. Once children are in the system, each class keeps changing size as it moves up — families move into the county, others move out, and students switch between MCPS and private, charter, or home schooling. The chart below follows real classes: each line is one graduating class plotted by the grade it was in, so you can watch a single group of children grow or shrink as it ages, rather than compare different grades in different years.
Two patterns repeat across every class. Through elementary school the lines drift upward — the county gains students in the early grades as young families arrive. At grade 9 every line jumps, because a wave of students enters public high school from private and parochial K–8 schools. Then, through high school, the lines slope down: each class loses students as families leave and older students exit the system. So elementary growth doesn't simply carry up the grades — every stage has its own arrivals and departures, and high school is where the county gives students back.
What's new is how steep that high-school decline has become. In the most recent year, 2025–26, classes thinned faster than older classes did at the same ages — a net outflow concentrated in a handful of high schools with large recently-arrived-immigrant enrollments. Whether that deepens or stabilizes is the single biggest swing factor for next year's count. (The small dip the lines share around 2020-21 is the pandemic year, when the county briefly lost students at almost every age.)

Each line is a real MCPS class, followed by its headcount as it moves up one grade a year (the axis is grade, not calendar year). Classes grow through elementary as families move into the county, hold in middle school, jump at grade 9 as students enter public high school from private and parochial K–8 schools, then thin through high school. Recent classes sit lower because kindergarten classes have been shrinking — that is Driver 1 above.
Is new development offsetting the decline?
New housing does add students, but not enough to reverse the trend. Montgomery County has a large pipeline of approved-but-unbuilt residential projects; converting them to students with the county's official student-generation rates, weighting fully-approved projects near-term and not-yet-entitled future phases much more cautiously (low weight, delivering late in the window), yields a probability-weighted estimate of new enrollment. Over five years that adds about +2,693 students against a baseline decline of −7,038 — a net loss of −4,345. Over ten years development contributes about +3,915, against a baseline decline of −13,243, for a net of −9,328.
In short, the approved pipeline offsets a bit more than a third of the projected five-year decline and about 30 percent of the ten-year decline. It softens the drop; it does not stop it. This is county-total yield — where those students land matters school by school, and a few attendance areas absorb most of the growth. What to watch next year
This page is rebuilt from data each fall. When the SY 2026–27 count lands, these are the checks that tell us whether the trend is on the forecast path or breaking from it.
- The headline count. This page forecasts SY 2026–27 at 154,396 on the baseline and 154,905 with development. A count materially above the with-development figure would mean migration is running hotter than modeled.
- Kindergarten. Watch whether the kindergarten class lands near 9,946. Because the relevant births are already recorded, a large miss points to a changing capture rate — private, charter, or home-schooling shifts — rather than demographics.
- The high-school outflow. Grades 9–12 lost the most students inside enrolled cohorts in SY 2025–26. Whether that deepens or stabilizes is the biggest single swing factor for the county total, and it is concentrated in a few high-immigrant-enrollment high schools.
- Whether the pipeline delivers. The development overlay is expected yield from approved-but-unbuilt projects. If completions slip, the with-development line drifts back toward the baseline; if they accelerate, enrollment holds up better than projected.

What this page measures
This page decomposes the county-wide enrollment trend into the forces behind it, so a single falling line can be read as what it actually is: fewer births working through the grades, families arriving and leaving, and new housing partly offsetting the rest. The forecast is the county sum of the same per-school cohort model used on the capacity page; here it is shown at the county level with the drivers separated.
Methods, in one line each
- Cohort model. Each grade is carried forward by how its cohorts have historically progressed; kindergarten is scaled by the county birth wave, since Maryland's September-1 cutoff maps each class to births about five years earlier. Children starting kindergarten through 2027–28 are already born, so that stretch is demographic fact, not projection.
- Dual-enrollment / basis. Our county figure is the sum of school-level, by-grade enrollment (155,987 for 2025–26); MCPS's published county count for the same year is 156,050. The small gap is rollup and program-coding differences, not a disagreement about the trend.
- Cohort flow (the migration signal). For grades already enrolled, we sum how many more or fewer students appear than the same children a year earlier — E[grade, year] − E[grade−1, year−1] — with kindergarten entry and pre-K excluded. Positive means net in-migration/continuation; negative means net outflow. It is a measured quantity, not a model.
- Development weighting. Approved residential projects are assigned to the schools serving each site, converted to students with the county's official student-generation rates, then discounted by completion probability and a multi-year delivery ramp — so the overlay is expected yield, not a build-out assumption.
- Pre-K. Held at its latest observed count rather than modeled demographically; seats are set by budget, not by the number of young children.
